>> greta: this s a fox news alert. 74 hours to go before president obama, the senate and the house shove america off the fiscal cliff. let's go to capitol hill fox news chief congressional correspondent mike emanuel live with the latest. >> we are heading into a critical weekend as a final push is made to keep the u.s. economy from going off the fiscal cliff. after a late afternoon meeting with the top four congressional leaders at the white house, president obama offered this assessment. i'm modestly optimistic -- nobody is going to get 100% of what they want. but let's make sure that middle class families and the american economy and in fact the world economy aren't adversely impacted because people can't do their jobs. >> sources say house speaker are john boehner deferred to senate colleagues and told them house leaders would consider, accept or amend their plan. what s not expected to be included in any deal is

increasing the debt limit, something democrats have wanted and republicans have resisted. >> we he haded a long meeting in the white house and it was constructive. we hope that it will bear fruit. but that is what we hoped a lot. i think that the next 24 hours will be very instructive as to what we are able to accomplish. >> if it doesn't work president obama wants lawmakers to vote on what would essentially be plan c. here is what it would include. focusing on three key area. keeping tax cuts for those making $250,000 a year or less. extending unemployment benefits and it would delay dramatic spending cuts until later next year. the top senate republican recognizes this is a critical time. >> we are engaged in discussions the majority leader and myself and the white house in the hopes that we can come forward as early as sunday and

have a recommendation that i can make to my conference and the majority leader can make to o his conference and so we will be working hard to try to see he if we can get there in the next 24 hours. >> among the questions to be answered, what level do you set extending the bush tax cuts? $250,000 income? $500,000 or $750,000. that will all get hammered out this sundby, by this sunday when house lawmakers are set to return. failure or a bad deal could have major economic impact if the markets react poorly. greta? >> greta: mike, thank you. and check your watches because we are only about 73 hours and 55 minutes away from the big event. that is how much time we have before the president, the senate, and the house push america off the fiscal cliff. >> we are now on the verge of of the biggest tax increase for this nation since world war ii.

>> the hour for immediate action is here. it is now. >> the president of the united states has to seize the moment. >> this is no different than a marriage. a lot o of marriages fail because they fight over money. >> the missing ingredient is presidential leadership. >> this is a manufactured crisis. it is manufactured by the republicans. >> the economy of the nation and the world may be at stake here. >> i still want to get this done. >> right now we are at a stalemate because we haven't been willing to or democrats haven't been willing to consider the issue of spending is all they want to deal with tax increases and that hurts the economy. >> this makes it look like we are are doing something. >> this is not for show. >> i can report now that all of the leaders from senator reid on the democratic side to speaker boehner for the republicans obviously they didn't go to the cameras after the this meeting here with president obama.

that would not be good signs. >> whatever we come up with is going to be imperfect. not people aren't going to like it. some people will like it less. >> this is a total derelectino due of duty at every level. >> try and get at least a small package, at least a small deal together before the new year. >> if we don't have a deal within the next 24 hours, the question is where do you buy a pair of shoes? >> greta: senator bob corker joins us. you said it is a total dereliction of duty at every level. >> we still haven't even behe gun to deal with the issues causing the fiscal insolvent say we are facing and that is the entitlements. nothing has been discussed.

it is not on o the table. we are not going to deal with it this year. it will be the issue we deal with running into the debt ceiling around mid march to the economy will continue to have a pail over it because we have not dealt with the issue that our nation needs to face up to right now. >> greta: shouldn't the american people be absolutely fuhr russ with washington. the president says for the past couple of months i have been working with leaders of both parties to try and forge an agreement. we want a product. shouldn't the american people demand a product? not just everyone having the meetings and the president saying he is modestly opt miss fick. we have no product and we are 74 hours away from the deadline that everybody has known about for 18 months. >> we have known about it for two years actually and building towards this point. greta, we litigated and costed out every solution that is there. we know the impacts of all of those and just lack the political courage to go ahead and implement. so the president never laid out

a plan. i do think that something will happen oher the next few days relative to the revenue piece and hopefully we can rescue most americans from a tax increase but what we haven't dealt with again is the spending component. and so again we will go through this for another two and a half months. our economy will not be what it should be. america's quality of life will be lesser than it should be. the programs will continue to weigh us down and what we need is action. we have known this is happening and, yes, the american people should be disgusted with washington because it is our own making. we conjured up, greta, we conjured up this fiscal cliff to make us deal with our nation's problems. we are still not going to do it. we are going to go into next year and, yes, the american people should be very disgusted. >> greta: i hold everybody in washington accountable for shoving us off that cliff. we are not falling off it you all are shoving us off it for

not doing the job and if there is some deal forged about people who make $250,000 a year or less, it is because no one in this country wants to raise taxes on those people but you there has been some what of a dereliction of duty because you will delay the spending cuts which everyone agrees, are the republicans agree are important, you delay them because you haven't done your work and there is going to be no hammer to your heads to actually sit down and do it. like the immigration think that you are all so hucked up to handle a year ago and haven't done anything about. what in the world would be the -- what would possibly be the threat to you to get these spending cuts handled? >> well, first of all, i don't think that delay spending reductions are going to be part of what is negotiated over this weekend. i think that the sequester will stay in place and i think you know that i offered today again i offered two weeks ago a debt ceiling bill that has $1 trillion in it entitlement reforms and reductions in spending over the next decade

for $1 trillion in increasing the debt ceiling and so that is our next leverage point. it is a shame that in this nation where every developed country in the world knows that our greatest threat is our fiscal solvency that you have to have the leverage points. you would think that people would just sit down, solve the problem because we know it is our greatest threat. but that is not the case here. we have a president who has not laid out a plan. obviously a spend-aholic. he doesn't really worry about the growth of government and so we have to use these leverage points to try to do those things that naturally leaders should do themselves but that is where we are at a nation and that is what we have to do over the next several months to ensure that we don't continue down this path of insolvency that we are on right now. >> greta: you mentioned other countries in the world. do you not wonder what they think about us. in we can't even manage our own economy and our own finances and meanwhile trying to assert

diplomatic authority around the world when we can't even take care of our own problems. sort of wonder even the impact that has that we look so poor in how we are handling this? >> there is no question that our moral authority around the world that's been greatly weakened for numbers of reasons but certainly this issue, i mean people are watching, i was talking to somebody today in europe and they were saying the only thing that is on the news there is whether the american politicians if you will are going to deal with this issue that is before us. so no doubt we are being made into lesser country he by virtue of our inability to deal with this. and greta, i think you know also that a month ago i offered a $4.5 trillion package to deal with this just so to show that these decisions are easy to make. tough medicine but easy to make. we know how they score and we should just get this behind us and i think what most of us wanted to see on our side of the aisle is putting this in

the rear view mirror as we moved into january to begin the year again with an economy and investing public and a world that knew that we faced up to the responsibilities that we have in this great nation. again we stepped away from that and it is going to continue on but again i think our nation's greatness continues to dissipate as we digitter with the issue -- dither with an issue of the government growing in an out of control fashion. >> greta: senator, thank you, sir. right now we are coming up 73.5 hours of going over the fiscal cliff the one that they are pushing us off and everyone s scrambling to scrap scrape toga solution. is the house doing anything at all. congressman aaron schact joins us. >> good evening, sir. >> republicans blame democrats and democrats blame republicans and the leadership as it goes beyond that you have political oh opponents it but you rise

above it and have solutions for the american people. where is that leadership? >> it has been lacking without doubt and look, kudos to you for holding elected officials feet to the fire. my party and colleagues and myself included it is frustrating as a house member. i can't be a house member and senator and president all at once. the house has led. we have tried to be the party of ideas. the body of ideas. as you know this summer we passed a bill to keep tax rates low for everyone. it has been dead in the senate. harry reid won't take it up. after the election john boehner got criticism even from my party saying look, mr. president we will meet you halfway and give you the $800 billion in revenue and the president doubles the number. then last week he said all right let's try and get as many after hostages out alive and try as keep taxes from going up

and we couldn't get a single democrat to join with us on a single bill introduced this summer which was saving all taxpayers a million dollars and below from the tax rates going on. not a single democrat would join with us. this didn't a problem of two well intentioned negotiators not able to come up with a deal. this is the house having to negotiate with itself and the president who i believe is beginning to show his cards which is someone who doesn't really want to deal, who for whatever reason believes that it is to his political benefit or are a potential gain for us to go over this cliff to try and make us look obstinate in the house. >> greta: i have the president's statements so i will pick on him. he says i had a good and constructive discussion here at the white house about how to prevent the tax hike on the

middle class. what was it? how about some specifics. all we hear is sort of blather. what exactly is it that is the good and constructive discussion because we have a deadline very close. >> amen. and enough of the rhetoric. let's get down to substance and stop changing the rules in the middle of the game. you said during the campaign the president was very clear i want $800 billion in taxes and if i get $800 billion in tax revenue i will cut $3 for every $1 of revenue. that is $2.4 trillion in cuts. the election is over and he won. i didn't vote for him but he won, he got more votes so john boehner said okay we will give you the 800 billion north dakota revenue but let's talk about the $2.4 trillion in cuts and he won't give us any cuts. so we do we need to sit down and talk and talk and talk. either make good on your campaign pledge and deliver the $2.4 trillion in cuts. the house said we will give you

the revenue you campaigned on but we will not go along with higher taxes and more revenue and more spending if we are not going to deal with the fundamental drivers of our debt. >> greta: you said three dollars in cuts for every dollar raised in revenue. i decided to fact check you all and i did find, someone found it for me on april 13, 2011 the white house released includes this paragraph. seek a bald approach for bringing down the deficit with $3 in cuts for every one dollars in tax reform that contributes to deficit reduction. they said this is consistent with the bipartisan commission approach. yes, he did say that and, yes, we don't have that and, yes, we are approaching this deadline. >> how do you negotiate with someone who said during the campaign over and over three dollars in cuts for are one dollar in revenue and now neither side is going to get everything that they want. but the house republicans have said okay, we'll find

$800 billion in revenue but give us the $2.4 trillion in it cuts and he has not been willing to do that. so the last ditch effort the hail hary pass was the house of representatives saying fine let's take nancy pelosi and chuck schumer's bill that they proposed thi summer to extend the tax rates on every household and every small business a million dollars and below, allow them to go up on the million dollars and above which is the current law on january 1, let's do that. that ought to be something we can agree on. let me add this. when we he voted on our bill in the house this summer it was a clean extension which was an extension for are everyone in america not only did every republican vote for that but 19 democrats did as well. so this is why it is so frustrating for those in the house is that now we are close to the cliff. >> greta: and frustrating -- >> and we can't even get a single democrat to join with us. >> greta: if you think you are frustrated try the american people as they watch what is going on.

>> greta: you better brace yourselves for this one literally because not only are we getting shoved off the fiscal cliff by our politicians but they are also about to shove you off the milk cliff. now, what is the milk cliff? chief political correspondent byron york joins us. what is the milk cliff? >> the milk cliff is the coming expiration of the farm bill. congress passed a farm bill back in 2007 and it contains as all previous farm bills had subsidies and price supports for dairy products and what happens is the federal government guarantees dairy farmers certain levels of prices for their products. and the government buys up milk, cheese, all sorts of dairy products to make sure that that price level is maintained.

now, what is going to happen is the farm bill is supposed to expire at the end of this year or just along with everything else. and there had once been hopes it would be included in some sort of grand bargain with the house and senate. the senate was working on one bill and the house on another type of bill and they never agreed so that is out of the picture. the problem here is the existing farm bill has a clause if it is not renewed if there s no new farm bill passed, then prices will revert to the subsidy structure that existed in 1949. it was double the amount of sub is sidisubsidies that exist toe price levels. that could mean that a gallon of milk which today $3.60 or $3.65 which is the national average could go to $7 or $8 a gallon if something isn't done. >> greta: if something isn't done by the end of the year. as i understand from what you

said that at a minimum the politicians at a minimum they knew about this in the year 2007. >> absolutely. >> at a minimum in 2007. and now milk prices are going to double and it is because they haven't done their job again and they have known about this. now, is there any chance this is going to be resolved between now and midnight december 31? >> yeah, there actually is a pretty good chance because president obama has gotten involved in this a little bit and i think what they are are doing is the fallback plan that they have come upon is to just extend the current deal and level of subsidies or price supports for six or nine months and try to figure out something after that. they don't want to see late january come and people paying $7 a gallon for milk. so that is just not going happen so they will come up with some deal but there are two real problems here. >> greta: let me just stop you there. is that what you point out is that they are not taking care of it, they are not doing their

job, just pushing it off for six months which is their m.o., but go ahead. >> two big problems. one is the dysfunctional congress and they can't come to an agreement about some sort of sensible farm followcy and everybody would like to actually fix this antiqueiated expensive subsidy price support system but can't agree on how to do it. there is that problem and kind of the basic insanity of the system where the government is support, the overproduction of milk and dairy products and buying up large parts of it and the united states producing more than it could sell domestically and to the rest of the world. there are the two big problems and neither one is being solved. >> greta: they don't do the work and shove us off the fiscal cliff. although they refer to it as falling off the fiscal cliff. i call it shove. they don't do their work. now, we are getting shoved off the milk cliff because they don't do their work or at best something they have known about since 2007.

he has four more years now. the possibility that the economy will turn around and he will be able to go down as a successful president. i also think and this is a big reason why time made him our person of the year, he had a very interesting diverse winning coalition. a lot of people say it was kind of the new face of america. a large minority nonwhite vote. young voter to a more liberal than older vote hers. i think you can see the changing face of america there. that would be the number one story. right behind and related to it is chief justice john roberts guiding the supreme court to a decision that upheld the healthcare law. finding a compromise solution where he said that the individual mandate might not be constitutional but that the law could be justified as a tax. he find this kind of surprising unexpected solution. a lot of people said it showed him to be a deft politician who was able to hold the court together and find a majority opinion that i think played a

big role in the presidential campaign. >> greta: you know, it is so interesting some of the stories that sort of vanished like immigration was a big story and i mean because that was so many months ago. it is like now it is sort of off the radar screen. i'm always focused on the december stories and who can forget newtown or what happened there. it is so -- you know, it is so overwhelming to cover. >> and not just newtown but aurora, the tragic shooting in colorado. two episodes of horrific gun violence and i think beyond the raw human tragedy there are two important consequences of this. one is just kind of a mode of introspection where we say what kind of country are we and what is going on and why do we have these lunatics. what are the failures that lead this to keep happening. that leads to a debate about mental health and, of course, a volatile controversial debate

about gun control, whether we need more restrictions on guns and whether that would make a difference. a lot say it wouldn't and a lot of people say lives would be saved. let's not forget foreign policy in the middle east. the arab spring continues to unfold in complicated and sometimes dangerous ways. syria essentially in a state of civil war. the muslim brotherhood has essentially taken power in egypt and also running the country along with the military. egypt is country in the balance. not clear whether they will be friend orono. and many segments on what happened in benghazi and libya and tragic story that led to susan rice missing her opportunity to be secretary of state and still republicans driving hard to get answers. last one for me greta and then i will stop talking. the fiscal cliff happening right now. what kind of government should we have and what sort of taxes and spending and who should pay what and end the year with a

human rights violations in the country. the ban takes effect new year's day. the u.n. you u.n. children's fund estimates there are about 740,000 orphans in it russia and over the last two decades american families have adopted 620,000 of them. i'm marianne rafferty. now -- 60,000 of them. i'm marianne rafferty. now, back to "on the record." >> greta: this is a fox news weather alert for the second time this week a large part of the country is bracing for an extreme winter storm. now, who is going to get slammed and when. in accuweather meteorologist jim dickey is tracking that storm. jim, who is going to get it first? >> seeing the snow right now already across southern illinois and southern, indiana. with the storm, not packing the punch that its predecessor did but still a wide swath of snow across the ohio valley spreading its way north and eastward and then the cold front with the system putting down substantial rainfall. good news is nothing in the way of severe weather reports or reports of damage like we saw

with the storm the day after christmas. moves east ward and the heavy rain tracking into the florida panhandle right now. reds and yellows marking the heaviest precipitation. with that further northward sold air in place. the heaviest band of snow the darking blue shade stretches from indianapolis down south of st. louis and that will move north and eastward as we head through the night. the first moves into pennsylvania and weakened and then transfer energy to a system that is going to roll up the coast but that happens too late for this to be a major snowmaker for most of us here. a wide swath of snow from the storm from west virginia into new england. as far as accumulations are concerned one to three inches from columbus and then into pittsburgh and new york city picking up a quick one to three inches through the afternoon when the snow arrives but then boston is where things get interesting as the storm rapidly strengthens off the coast. snow will intensify as we get through the day and then especially the coasts of new england, cape cod into boston we could pick up snow in

and, of course, north korea tested a long-range missile just two weeks ago. so it follows the usual pattern, a nuclear test is soon to come. >> greta: escape from north korea your new book. i read it. having done all of the research you have done on the book what surprised you most about what you have learned from north korea? >> greta, thank you for that compliment. what surprised me most was that i thought i knew a lot about north korea before i started and researching the book and it is far worse than any one can imagine. the north koreans who escaped are really the only good news story about north korea. a few people are getting out and educating the world about what ordinary life in north korea is like. about the concentration camps there and the oh lit cal prisons where three generations of a family can be imprisoned

for so called political crimes and how the regime uses food as a weapon for ordinary people just to keep them in line and control them. >> greta: how do they know it is even better outside north korea to even go there? that is what i never understood. they are there and don't know figure. how do they know to go anyplace? >> this is something else that s happening thanks to the people who have escaped. think about it. if you are an immigrant to any country the first thing you want to do is let your family and friends know that how you are doing in your new home and what things are like there and so, too, the few north koreas who have gotten out are finding ways to get information back to north korea. you can't send a letter. you can't make an ordinary phone call. you can't sent a text message or an e-mail so what do they do? they hire cor couriers who walk into north korea and hand deliver, carry verbal messages
